I find this impressive only in the creativity required to find the program logic weaknesses in the first place. The final stage is for these people to brag about how easy the game is, and how they bought Rome etc., etc.
Then, with the huge bankroll created through cheating, the player goes on to bribe everything in sight. The next step is to exploit weaknesses in the campaign program logic which allow you to make the Greeks pay you 9000 denarii a turn for 100 turns for map information. Then they want cheats, mods or whatever to make money. There are people who want to play on VH/VH and then complain about making money in the campaign for example. Maybe it's because a majority of the people playing RTW are under 17, but I've seen many posts which seem to say cheating is a good response to valid in game challenges.
